Displacement usually accumulates over years. Ukraine in 2022 did not: within one year the refugee figure multiplied 206-fold — a speed Europe had not seen since the Second World War.
One year, two orders of magnitude
At the end of 2021, UNHCR recorded 27,562 Ukrainian refugees. At the end of 2022: 5,684,177 — roughly 206× in a single year. In 75 years of year-end stocks, no country shows a one-year multiple like it.
Inside the country, the same scale
In the same year, internal displacement inside Ukraine reached 5,914,000 people — comparable to the number who crossed a border. The latest figure (2025) is 3,712,000: a decline does not equal going home — it can also reflect changes in methodology and access.
Since then
The refugee figure peaked in 2023 at 5,960,362. The latest figure (2025) is 5,224,131. Most European hosts received Ukrainians under temporary protection — a legal route outside the 1951 Convention, still counted under the refugee category here (see the definitions timeline).
