The 1994 genocide is measured in a hundred days. Annual statistics have only one cell for it — and in that cell, the refugee figure goes from 450 thousand to over two million.

Inside a single cell
At the end of 1993, UNHCR recorded 450,459 Rwandan refugees. At the end of 1994: 2,257,570 — most fled to Zaire (today's Democratic Republic of the Congo) and Tanzania. Annual data cannot see what happened between April and July; it can only record who was still abroad at year's end.
Returns were just as fast — and chaotic
1996 records 1,410,774 returnees, and 1997 another 220,454 — camps dissolved amid war and the flows reversed within weeks. Great Lakes statistics from this period were produced in extreme chaos and estimates diverged; what you see is UNHCR's official series, whose uncertainty deserves honest remembering.
Thirty years on
In the latest data (2025), 244,415 Rwandan refugees remain abroad. The number receded; the history did not: that single 1994 cell remains one of the fastest origin-side surges in this dataset.
